Passport

Indian Passport is issued to an Indian Citizen by the Consular Passport and Visa (CPV) Division, which comes under the Ministry of External Affairs. The Passport is issued under the Passports Act, 1967 and can be issued from more than 35 locations across India and 160 Indian missions abroad.

Types of Indian Passport

There are three types of Indian Passport, which are:

  • Regular Passport: this passport has a Navy Blue cover and is issued for ordinary travel, such as vacations and business trips
  • Diplomatic Passport has a Maroon cover and is issued to Indian diplomats, top ranking government officials and diplomatic couriers.
  • Official Passport has a White cover and it is issued to individuals representing the Indian government on official business

To apply for a passport, you have to obtain an application form(External website that opens in a new window) from the Passport Office or the designated Speed Post Centers or any of the designated outlets in your city. Along with the duly filled application form, you have to submit proof of residence, date of birth, change of name, documents for ECNR, expired passport (if any), passport size photographs etc.

All self-attested copies of certificates/documents would be checked against originals at the Passport Office at the time of submission of application. A Gazetted Officer should attest copies of certificates/documents sent by post. The normal time taken for issuance of a passport is five to six weeks. However in case of an emergency you can apply for a fresh or duplicate passport under the ‘Tatkaal’ scheme.

The Tatkaal Scheme(External website that opens in a new window) allows passports to be issued on payment of additional fee over and above the normal passport application fee. The ‘Tatkaal’ Scheme would only be applicable in cases where either the police verification report is not required (minors less than 15 years of age) or where a passport can be issued on post police verification basis (duplicate passport/re-issue of passport without change in address, Government servants with NOC and their spouses and applications with Verification Certificates).

The CIC, in its order, directed the Inspector General of Police, Law & Order (Crime), to provide the information to Setalvad within 45 days and free of cost, she said The Indian Express on Friday. Setalvad said the 45-days time limit given by the CIC to the state police to provide the information sought was over, but she was yet to get the same. "I have sent a reminder to the Director General of Police in this regard," she said. The CIC, D Rajagopalan, had passed an order in this regard while acting on Setalvad's appeal in this regard after her three RTI applications seeking the details were turned down by the concerned Public Information Officer (PIO) and Appellate Authority on the ground that the information sought were barred under the provisions of Right to Information Act and a subsequent notification by the Gujarat government in that regard. Setalvad had moved an appeal against the two decisions before the CIC and it has decided the matter in her favour on March 12, which was made available to media by Setalvad on Friday. Ordering Gujarat police to provide the information to Setalvad within 45 days and free of cost — since it was not provided to her within statutory 30 days time limit, the CIC has observed, "..the approach adopted by the PIO and the first Appellate Authority to take a sweeping decision on the information sought by the appellant without giving any clear justification, prima facie appears to be erroneous." "…the appellant has sought primarily statistical information pertaining to custodial deaths and encounter deaths, crimes against women and suicides in urban and rural areas. All such information are generally compiled by the field level police stations, collated at higher level and submitted to the government periodically and the commission feels that this work is a normal routine function of the police department and to debar such information is definitely not the intention of section 24 of the RTI Act, 2005," the CIC further observed. The state respondents did not remain present before the commission during the hearing of the appeal and it was decided in their absence. "Commission presumes that the public authority has no view to offer, and decides to examine the case on merits based on available papers," the CIC order reads.

He advised the officers to be sensitive while discharging their duties under the RTI Act and lend every possible help to the information seeker especially the uneducated ones by helping them to complete his or her application for the said purpose. Responding to the queries raised by the officers during interaction session he said that in matters related to the information regarding third party, the disposing off authority should give third party an opportunity to be heard before providing the requisite information. He said that even in cases where information sought is sub judice the PIO can part with the information if court has not issued any prohibitory orders in this regard. On the occasion, District Development Commissioner Kathua, Jitender Kumar Singh apprised that District administration would soon launch a website whereby all the government departments would upload financial and physical progress of various schemes implemented in compliance with the section 4 of the J&K RTI ACT to voluntary disclose the information. This process has been initiated to facilitate information seeker and general public.

  • RTI to EPFO rejectedHi all, i wanted to get provident fund details of my wife who works in a private concern. I dont know exactly shere she works. I wanated to submit her details in court as she has lied on oath. I got the following reply from Asst Provident fund commissioner. I had added a few CIC judgememts but still it was rejected. "Please refer to your RTI application dt. 06.04.2013 on the subject cited above. In this regard it is intimated that EPFO has no role to play in providing the status of employment of any individual in the private establishment being administered under EPF & MP Act, 1952. As regards, PF contribution and other related information in r/o any PF member, the same is exempted under Section 8(1)(e) of the RTI Act, since the above, information is held in a fiduciary capacity and hence cannot be provided to a third party." WHAT should be my next step? how do I appeal this? who is the next person i should go to? regards, manish
  • No reply of IInd appeal from CICSir. I was appealed to your end regarding denying of IInd MACP to me. The same was send to CIC (AA), New Delhi on 17/01/2013 by speed post no.EL285368200IN, HP SABHA-680 016. Unfortunately no reply is not received till this date. Kindly do the needful.

  • RTI Question: RTI for IBPSplease help me for getting information from IBPS… i among many other candidates have a great confusion to decide whether IBPS is a public authority or not and whether IBPS is bound to provide information to citizens of India or not? actually in the decision of cases no. CIC/SM/A/2010/000873, CIC/SM/C/2009/000200, CIC/SM/C/2010/000655, 000903, 001190, 000897, 001192, 000921, CIC/SM/C/2011/000344, 000459, 000344,000348, 000253, 000274, 000355, 001141, 001123, 000566, it was decided that IBPS is public authority and it should provide information as per RTI rules and regulations. But these cases were linked with banks and were indirectly linked to IBPS. I want to know whether we can ask for information from IBPS under RTI or not as neither information regarding RTI is provided on IBPS official website nor at any other website I am able to find out answer regarding the said query. actually IBPS conducts examinations for different banks and to conduct interview, etc was dependent upon banks but from past year from conduction of test to allocation of banks to candidates is responsibility of IBPS but at no step any kind of transparency was shown to candidates. so it is not possible to ask for information from IBPS in indirect way via media of banks.
