How do I Obtain Caste Certificate

What is a Caste Certificate and Why is it Needed?

A Caste Certificate is the proof of one’s belonging to a particular caste, especially in case one belongs to any of the ‘Scheduled Castes’, as specified in the Indian Constitution. The Government felt that the Scheduled Castes and Tribes need special encouragement and opportunities to progress at the same pace as the rest of the citizenry. As a result, as part of the Indian system of Protective Discrimination, there exist certain special privileges granted to this category of citizens, such as reservation of seats in the Legislatures and in the Government Service, waiving off a part or the whole of the fees for admission to schools and colleges, quotas in educational institutions, relaxation of upper age limits for applying to certain jobs, etc. To be able to avail these privileges, a citizen belonging to a Scheduled Caste must be in possession of a valid Caste Certificate.

The Legal Framework

The statutory lists of the Scheduled Castes and the Scheduled Tribes, in pursuance of Articles 341 and 342 of the Indian Constitution, were notified for the first time under the Constitution (Schedule Castes) Order, 1950 and the Constitution (Scheduled Tribes) Order, 1950. These lists have been modified/amended/supplemented from time to time. On the reorganisation of the States, the Scheduled Castes and Scheduled Tribes List (Modification) Order came into force from 29th October, 1956. Thereafter, a few other orders in respect of the Scheduled Castes and Tribes list in some individual States also came into force.

What You Need to Do to Get a Caste Certificate

The application forms are available either online or from the concerned local office in the City/Town/Village, which is usually the office of the SDM (Sub-Divisional Magistrate) or of the Tehsil or Revenue Department. In case none of your family members have earlier been issued a Caste Certificate, a local enquiry is conducted before issuing the Certificate to you. Proof of residence in your State for a minimum specified period, an affidavit stating that you belong to a Scheduled Caste, and the specified court stamp fee are required at the time of application.

One has to approach the nearby MRO office and apply in the prescribed form during any working days.

Obtain Caste Certificate: Arunachal Pradesh

Eligibility

Tribal inhabitants of Arunachal Pradesh.

Procedure

  • The applicant needs to route his/her application through the Gaun Bura or any Anchal Samity member of the area in which he/she lives.
  • The Circle Officer of the area then forwards the application to the DC of the district.
  • The DC verifies & approves the certificate. If the ADC is entrusted with the job, the ADC verifies and issues the certificate.

  • Filled up ST Application form.
  • Two passport sized photographs.

Fee

Rs. 25/- for issuance of Caste Certificate.

Forms

The ST Application form is sold at the Deputy Commissioner’s Office. Online submission of forms is not possible. A signed copy of the application is required for processing.

Procedure

An application form to obtain the caste certificate has to be filled by the applicant, other than which an oath form is also required to be filled by the candidate, to be deposited after taking oath in front of a Notary. Although no specified time for the issuance of the certificate has been provided, the process is usually completed within a week’s time.

Necessary documents/papers

  • School education certificate is to be attached (class 5th, 8th, 10th, or 12th) as a proof of duration of stay.
  • A format duly filled and signed by the village Patwari is also to be submitted along with these forms, in the prescribed format.

Fee

No fee is required for obtaining a caste certificate.

Obtain Caste Certificate: Delhi

In case of persons who have been residing in Delhi since 20.09.51, and in case of their children, the procedure of issuance of SC/ST certificate is as follows:

  • Application form duly attested by M.L.A., M.P., Municipal Councillors or Gazetted Officers.
  • Copy of Ration Card or other Proof of Residence.
  • Birth Certificate or School Certificate showing date of birth or if applicant is illiterate, an affidavit declaring age.
  • An affidavit declaring name, father’s name, residential address, period of residence in Delhi & caste, attested by oath commissioner/notary public.
  • In case the applicant is a married woman, proof of residential address before marriage.
  • Copy of SC Certificate of father/brother/sister, if any.
  • Where no SC/ST Certificate has been issued to any member of the applicant’s family, two witnesses who are Government servants are required to give in writing that they know the person and his caste, alongwith attested copies of their identity cards.

Procedure

  • In case the applicant is a permanent resident of Delhi and has appended a copy of SC/ST certificate issued to any member of his family, no local inquiry is conducted. In such a case, verification is done from the record available in the office of the SDM or the CCS branch in the office of the Divisional Commissioner. Where the record is not available in the office of the SDM or the CCS branch, a local inquiry is conducted.
  • In case no member of the applicant’s family has been issued a certificate earlier, a local inquiry is conducted.
  • In the case of a married woman, the local inquiry is conducted at the place of residence prior to marriage, as well as at the place of residence after marriage.

Such a certificate cannot be issued to a person if he is already in possession of such a certificate issued by the Competent Authority.

  • Certificate from the Samaj concerned.
  • Parents’ Caste Certificate issued by the prescribed Authority.

  • The application will be sent to the Talathi concerned, asking for his report within 3 days.
  • Mamlatdar will issue the Caste Certificate within 2 days of getting the Talathi’s report.

Nagrik Seva Kendra is a window for the citizen to get various official certificates like Income Certificate, Caste Certificate, OBC Certificate, Domicile Certificate (by birth and living in the State for more then three years) and Senior Citizen Certificates. All types of Affidavits, Arms Licences Renewal, Petition Writer Renewal, Hotel Licence Renewal and Stamp Vendor Renewal are also issued through this Kendra. The citizen has to go to the Kendra at the district place and give the application. The certificate will be issued on the same day.

Procedure

Apply to SDM after verification from Patwari and Tehsildar. Deposit requisite fee and get the certificate in the specified time. At the NaiDISHA centre, after completing the verification process, apply as per procedure, deposit the fee and get the certificate.

 

Obtain Caste Certificate: Himachal Pradesh

Authority Concerned

The person desirous of obtaining the caste certificate approaches the Patwari (at the Tehsiladar Office), who after checking the revenue record (if the applicant is an owner), gives him the same. If the applicant is not an owner, his details are checked from the responsible persons of the area.

Procedure

The applicant approaches the Tehsil office and applies through the form and submits the papers issued by the Patwari. The Tehsildar will check the papers and after due satisfaction, would issue the necessary caste certificate.

Obtain Caste Certificate: Karnataka

In order to support the claim to avail the benefits of reservation in various courses and jobs, applicants must furnish Caste Certificates issued by the competent authority. In Karnataka, the Tahsildar, a Taluk level functionary, is authorized to issue Caste Certificates.

Procedure

Applicants need to submit an application furnishing the details of their caste, income and other relevant information to the Taluk office, in whose jurisdiction the candidate usually resides. The application submitted by the candidate would be scrutinized by the caseworker in the Taluk office and would then be forwarded to the concerned revenue official (Village Accountant in case of villages and Revenue Inspector in case of urban areas). The revenue official verifies the details of the application by visiting the candidate’s place and submits a report with a recommendation. The Tahsildar verifies the report and either approves or disapproves the recommendation. Based on the Tahsildar’s orders the certificate/endorsement is issued to the applicant.

The Village Accountant/Revenue Inspector, as the case may be, the Tahsildar and the Caseworker at the Taluk office.

Obtain Caste Certificate: Kerala

The Village Officer is empowered to issue Caste Certificate as per GO (MS) 1039/79/RD dated 06.08.1979 and GO (MS)No.882/82/RD dated 20.08.1982.

All caste/community certificates except SC/ST certificates are being issued by the Village Officer. Application duly filled in the prescribed form with a court fee stamp worth rupees five affixed in it has to be submitted to the Village Officer along with school registration particulars, the caste related documents of the parents of the applicant, ration card and other supporting records to prove the Caste/ religion of the applicant. The Certificate will be issued within 3 days as per Circular No.24298/T4/2002/RD dated.23.5.2002 of the Government.

The Village Officer is empowered to issue Conversion Certificates, as per circular NO.18421/E2/87/SCSTDD dated 15.12.1987.In case where the certificates can’t be issued; the reason will be intimated to the applicant within 10 days.

Obtain Caste Certificate: Lakshadweep

Any native of the islands can avail this service during working hours from the office of the Sub Divisional Officer/Assistant Sub Divisional Officer in the respective island. For obtaining the Caste Certificate, the applicant should submit the request in the pre-printed form with Re.1 court fee stamp affixed.

Obtain Caste Certificate: Maharashtra

Procedure

Any resident desiring to obtain the Caste Certificate has to fill up the application in the prescribed proforma available at the Mumbai City Collector’s office.

Necessary documents/papers

  • Court fee stamp of Rs: 5/- is to be affixed on the application.
  • School leaving certificate/ extract of birth certificate/ copy of the first page of the service book, if the applicant is a Govt. or semi-Govt. servant.
  • Attested copies of the first page and lthe ast page of the Ration Card/ extract of the electoral roll/ rent receipt.

In the case of a married women:

  • The married women has to produce school leaving certificate/ extract of her birth certificate/ a copy of the first page of the service book, if the applicant is a Government or semi-Government servant, to prove her caste before marriage.
  • Attested copy of the marriage certificate or marriage invitation card.
  • Attested copy of the extract of the Govt. Gazette wherein her change of name after marriage is published.

An applicant who has migrated from other States/ Districts has to produce the caste certificate issued to his/her father/ grandfather by the competent authority of that State/District.

Obtain Caste Certificate: Mizoram

Eligibility

Any Mizo whose birth place or parents belong(s) to the Jurisdiction of the Govt. of Mizoram.

Procedure

  • Application form can be obtained from the DC office counter during office hours for Rs.5/-.
  • Endorsement or Comment of V.C.P./A.O/B.D.O/Reliable Gazetted Officers/D.Cs Staff above L.D.C.
  • Children born of inter-caste marriages should enclose a certificate from the concerned VCP to the effect.
  • Submission to the judicial branch, DC office Complex, Aizawl.

 

Obtain Caste Certificate: Puducherry

Eligibility

Any Citizen covered under the OBC, MBC, SC, ST communities can avail the service.

Concerned Authority

The Concerned Taluk (tehsil) office will issue the certificate.

Necessary Documents

The citizen has to submit an application in plain paper and the following supporting documents:

  • EPIC card
  • Ration card
  • Caste certificate of family members etc.

Fees

  • A nominal fee of Rs 1 is charged for stamp. There is no specific form devised for this service and the citizen has to approach the taluk office in person to avail this service.

Other Information

Normal caste certificates have only limited validity for 6 months to 1 year. In Pondicherry, the Govt has introduced the “Permanent Caste Certificate” which has legal validity for 15 years for educational and employment purposes.

i.        The application form is available from the Concerned Office or can be downloaded from this site.

ii.        The completely filled application must be verified by Sarpanch/Nambardar/M.C before submitting in the concerned Office with Court Fee of Rs. 1.25 along with affidavit stating his Residential Address, declaring that such Certificate has not been obtained before.

iii.        The SDM will send this application for verification of the particulars of the applicant, to the concerned Tehsildar.

iv.        The Tehsildar in turn will forward his/her application to the concerned Revenue Patwari for verification of particulars of the applicant.

v.        The Patwari records the statements, of the applicant and Nambardar on the spot, and return the application with his report to Tehsildar.

vi.        The Tehsildar returns the case back to respective SDM with his Comments/Report.

vii.        Finally, the SDM issues the Certificate to applicant, after completion of Of officialFormalities.

Obtain Caste Certificate: Rajasthan

OBC CERTIFICATE

Eligibility

The certificate is issued to a person who is residing in the State of Rajasthan and belongs to the caste specified in the OBC list, issued by the Government of Rajasthan.

Procedure

The applicant shall submit an application for obtaining the OBC Caste Certificate in the prescribed format attached. The applicant has to apply to the concerned Tehsildar in the prescribed proforma along with the document.

Necessary documents/papers

  • Fully filled application form with a court fee ticket of Rs. 2
  • Two government employees’ certificates in the application form
  • An affidavit of Rs. 10.00
  • Attested copy of the Ration Card
  • Report of the concerned Patwari
  • Income certificate
  1. Pay scale of the applicant’s mother and father must be less then Rs. 5,500-9,000, if mother and father are both in Government service.
  2. If an applicant’s mother or father is in Government service, then the pay scale must be less than Rs. 8000-13500.
  3. If the applicant’s mother or father is in private service or having their own business, then the whole annual income must be less than RS. 2,50,000.

Note: The candidate must submit income tax return of the last three years.

SC OR ST CERTIFICATE

Eligibility

The certificate is issued to a person who is residing in the State of Rajasthan and belongs to the caste specified in the SC/ST list, issued by the Government of Rajasthan.

Procedure

The applicant shall submit an application for obtaining the SC/ST Caste Certificate in the prescribed format attached below. The applicant has to apply to the concerned Tehsildar in the prescribed proforma along with the necessary documents.

Obtain Caste Certificate: Sikkim

Eligibility

All people belonging to the Scheduled Castes, and born in Sikkim, are eligible to get the Caste Certificate. All the District Collectors’ Offices in Sikkim are the concerned authorities providing the certificate. One has to collect the form for the Caste Certificate from the respective single window counter and the filled form has to be submitted there.

Necessary Documents

The following attested/certified documents are to be submitted by the applicant:

  • Sikkim Subject Certificate/Certificate of Identification/Citizinship Certificate.
  • Birth Certificate/Panchayat Report to certify the name of the father and caste.
  • School Certificate indicating the name of the father and the exact date of birth of children entered in the register on admission to school, in support of father’s SSC.
  • Panchayat verification report/report from area MLA.
  • Two passport sized photographs of the applicant.

Note.

  • Children above the age of 18 years have to produce a certified copy of the SSC/COI of their own instead of their father’s SSC.
  • In case the applicant does not posses SSC/COI in his/her own name then a police verification report is required.
  • In the case of women, their Birth Certificates/Panchayat Reports have to be produced to certify the name of the father and the caste of their parents.

 

Obtain Caste Certificate: Tamil Nadu

The system of issuing permanent Community Certificate was introduced in the year 1988 in Tamil Nadu for the reduction of unnecessary pressure on the persons and also on the official machinery. This is valid for securing admission in all Educational Institutions and other professional institutions and also for employment.

Eligibility

This system of issuing permanent Community Certificates will apply to the institutions in Tamil Nadu coming under the control of the State Government. It will not have any binding on the institutions of the Government of India, its undertakings and other State Governments.

Procedure

The applicant can make the request to the Tahsildars with or without the recommendation of the Revenue Inspectors/Village Administrative Officers.

The Tahsildar will fix a time when the certificate shall be issued either by him or by the Deputy Tahsildar. However, it may not exceed 15 days for all communities except the Scheduled Tribes. For the Scheduled Tribes, the maximum limit is 30 days.

The list of applicants for Scheduled Caste/Scheduled Tribe Certificates may be published in the notice boards of Taluk and Panchayat Union Offices and Panchayats and Chavadi in the Village concerned inviting objections from the public before enquiry is made.

The Community is determined with reference to the documents registered, Community Certificates obtained earlier by the parents/relatives, school Certificates of the person concerned or of parents, open inquiries in the village including the members of the local body, verification of their place of residence, personal inquiry of the applicant, etc.

Obtain Caste Certificate: Tripura

Persons belonging to any caste by birth, and as listed/amended in Schedule-1 of the Scheduled Castes and Scheduled Tribe Act 1976 can apply for a caste certificate.

Procedure

The applicant should put up his/her application at the e-Suvidha Centres situated in the Offices of Sub-Divisional Magistrates, where the applicant permanently resides, on any working day and obtain an Acknowledgement Receipt for the same. The applicant is also given a delivery date for his/her Certificate, which is printed on the Receipt.

Also, a Community Certificate, issued by the Block/ State Level Caste Committees, is required to substantiate the applicant’s claim for Caste Certificate. These committees are constituted by the State Government with due representation from all castes (Communities) and are required to keep community vigil over issuing of caste certificates.

In addition, the issuing authority, at his discretion may initiate Field Enquiry by the relevant Tehsil/Revenue Inspector/Deputy Collector & Magistrate on the merit of application. Alternatively, the applicant may also obtain the Community Certificate and submit his application at the Tehsil after obtaining a receipt of the same.

After proper verification, the respective Sub-Divisional Magistrate will issue the caste certificate to the applicant.

Obtain Caste Certificate: Uttar Pradesh

Eligibility

Any person belonging to the caste/class listed in Schedule-1 of the Uttaranchal {Uttar Pradesh Public Services (Reservation for Scheduled Caste, Scheduled Tribes, and Other Backward Classes) Act, 1994} Anukulan Avam Upantaran Order, 2001, and any person who belongs to the caste/class amended by the Government in Schedule-1 of the aforesaid Act, can apply for a caste certificate.

Procedure

The applicant should put up his/her application to the concerned Tehsildar on any working day in prescribed forms, and obtain a receipt of the same.

Necessary documents/papers

  • Submit Certificate from Gram Pradhan/Ward member with two witnesses certifying caste.
  • Submit Affidavit about caste and creamy layer (for OBC only).
  • Be a citizen of India.
  • Deposit Court fee of Rs.1.50 in the form of Stamp, pasted on proforma (for OBC only).

The Tehsildar will get inquiry report from local Lekhpal/Revenue Inspector in the prescribed format, and shall issue the Caste Certificate within a week.

Obtain Caste Certificate: Uttarakhand

Eligibility

  • Any person who belongs to the castes/classes listed in Schedule-1 of the Uttaranchal {Uttar Pradesh Public Services (Reservation for Scheduled Caste, Scheduled Tribes and other backward classes) Act, 1994} Anukulan Avam Upantaran Order, 2001.
  • Any person who belongs to the castes/classes amended by the Government in Schedule-1 of the aforesaid Act from time to time.

    are abnormal. they very their words for their own small benefit.they can not think overall/collective development.if we look divided india ,Pakistan,bengladesh,srilanka etc they are same like dog ,pig and cow but not like elephant to work for others.so caste certificate can not help them.

Please note i am resides at guwahati from 1990 to till date as a citizen of india ( of Assam ) my parent is come to goal para zila in 1928 before india partision . we are caste by bania which is belongs to schuduled community as per indian list . but the concern authority not to issue for my children caste certificate which is need for my children to central school for next 2012-13 academics sessions . kindly help me

    i m a government employee in uttarakhand i was selected on the basis of obc certificate but now the government of uttarakhand has put a stop on issuing obc certificate as the matter is under consideration to the honourable highcourt wether my caste comes under obc or not.
    Sir many certificates were issued and many of them got goernment service also now the government has changed rule that person living here since 1950 only can be termed as obc taking ino consideration all other eligibilities to issue caste certificate.
    Sir please tell me can i be counted into general caste now or not as at the time of selection such issues were not raised?
    And sir is there any danger to my job or not?
    And sir what will b the procedure to change my category now?

    Si my caste is excluded from uttarakhand state list of obc but at the time of my selection i was obc as now d case is under honourable highcourt for final decision can i now write myself as general category……this is d case of many government employees.
    As well as d rule for issuing certificate has also been changed..earlier it was 15year residential proof now it is 40years…wot should i do???

Recently in the month of November , 2012 , I am approached before the concerned respondent authorities for issuances of prescribes form to obtain scheduled caste certificate in favour of my children, but the concern authority denied to issued the same i.e. The Representative of Govt of Assam Deputy Commissioner of Kamrup ( M) And the Chairman/ General Secrtary Assam anushuchit Jati Porishod, Uzanbazar B R Ambedkar Bhawan Barowari Uzanbazar Guwahati .

    5. Due to my poorness ,weakness of wealth & very low income person & and comes weaker/minority sections under hinduism , the authority not hearing my case & give any form or not give any suggestion , even thread me to threaded and openly said that these certificates are duplicates & from these time no certificate will be issued in favour of surname of caste of Gupta, Prasad etc as under in the scheduled caste as per order of the Deputy Commissioner of Kamrup ( M) & ( R) , but when I (Gopal Prasad Gupta ) required copy of order from the authority The Government of Assam/ the respondent authorities most illegally and arbitrarily have been denying /he denied give me the same not to produced in front of me or not give me any copy for as evidences . but now my problem is here when my children admitted in the school they are under scheduled caste as evidence of my certificate & school authority admit them as under the quota basis , & taken a self declaration letter to produced the certificate for children within the 90 ( Ninety) days from the date of admission , hence the few times they call me ( School Authority ) calls for said documents for concession of students scholarship/bonafids but due to non availability of said documents waive from the benefits & suffered more loss/ injuries & disturb feeling for budget.

    6. Now I am again repeated the same that we are belongs “Bania” community which falls under scheduled caste category as per list of Assam , Meghalaya, & Mizoram prescribes by the Central Govt of India Under constitutions of scheduled caste & Scheduled tribes List for your reference enclosed of list of Assam, Meghalaya & Monipur . However, We and our community and our forefathers used to write their surnames as “gupta” which is under Bania Community and accordingly, considering all aspects, the Government of Assam/ Meghalaya issued a certificate to Shri Gopal Prasad Gupta ,as such, he has been enjoying all the right and priviledge as member of scheduled caste community. Hence now the question is why his/her sons & daughter are deprived from their lawful rights to enjoy the benefits meant for students and suffering irreparable loss and injuries.

    I appealed to all the concern authority of Assam Government to make rules absolute and or pass such further or orders as may deem fit and proper considering the facts and circumstances of the case for the interest of justice .

    i am give all the circumstances on the web sites so of my all the certificates which issused by the department of assam govt , now the same govt not issused the same due to their politics nature & recism. its for me very dificult to say on my country men how to we fight if we have no more fund. my advocate also few times more money for fight the case with high court. i am already paid for the said case rs 9500/- to the advocate but till the case only inclusive in the high court only. from the other department not found any comments. so please advice me any other way to fight. can you solve my case through any other way ????///
