  • RTI Information: RTI Online*RTI Online :: Online RTI Information System (http://rtionline.gov.in/)* *1. To which Public Authority can I file a request?* An applicant who desires to obtain any information under the RTI Act 2005 can make a request through this RTI Online Portal to _only the Central Public Authorities of main Ministries/Departments located at New Delhi initially_. In the first phase, this facility is available to make a request to Department of Personnel and Training only. *2. How do I write my application for seeking the information as per RTI Act 2005?* The text of the application may be written in the prescribed column of the form. At present, the text of the application is confined up to 500 characters only in the prescribed column of the form. In case, the text of an application contains more than 500 characters, it can be uploaded as a PDF attachment in the “Supporting Document” column of the form. *3. How do I make the payment for RTI fee?* After filling the first page, a non-BPL applicant has to click on “Make Payment” button for remittance of the prescribed RTI fee. The applicant can pay the prescribed RTI fee through the following modes: (i). Internet banking through SBI and its associated banks. (ii). Using ATM-cum-Debit card of State Bank of India. It may be noted that no RTI fee is required to be paid by any citizen who is below poverty line, as per RTI Rules, 2012. However, the applicant must attach a copy of the certificate issued by the appropriate government in this regard, along with the application. *4. Do I get any receipt for online filing of RTI application?* On submission of an application, a unique registration number will be issued, which may be referred by the applicant for any future reference. It may be noted that the application filed through this RTI Online Portal will reach electronically to the “Nodal Officer” of the said Ministry/Department and “Not” to the CPIO of the concerned Ministry/Department. The Nodal Officer will transmit the RTI application, either electronically or physically to the concerned CPIO. *5. What will happen to my application if I select a wrong Public Authority in the prescribed form?* In case the RTI application is not meant for the Ministry /Department which has been selected by the applicant, the “Nodal Officer” of the said Ministry/Department will transfer the application electronically to the “Nodal Officer” of the concerned main Ministry/Department located at New Delhi, under section 6(3) of the RTI Act. *6. Will I be informed about the additional fee (if any) is required to pay?* In case additional fee representing the cost is required for providing information, the Nodal Officer will intimate the same, which can be viewed by the applicant through ‘View Status’ option in the RTI Online Portal and an e-mail alert will be sent to the applicant for the same. For submitting the additional fee online, the applicant needs to use the option ‘View Status’ in the RTI Online Portal and on providing the registration number of the request option for ‘Make Payment’ will provided. *7. How do I file an appeal with First Appellate Authority?* For making an appeal to the first Appellate Authority, the applicant has to select the option “Submit First Appeal” in the RTI Online Portal and fill up the form that will appear. The registration number of original application may be used for the reference. The appeal so filed through this RTI Online Portal will also reach electronically to the Nodal Officer of the concerned Ministry/Department and Not to the first Appellate Authority. The Nodal Officer will transmit the first appeal to the concerned First Appellate Authority (FAA), either electronically or physically. *8. Do I need to make any payment for filing an appeal?* As per RTI Act, no fee has to be paid for first appeal. *9. Do I get any SMS from RTI Online Portal?* Though optional, the mobile number can be provided by the applicant/ appellant in order to receive SMS alerts.

The lease rent (http://timesofindia.indiatimes.com/topic/lease-rent) was Rs 1.53 a year. The lease expired in 1972, but the collector has not bothered to renew it and meekly collects the rent set 140 years ago * Yahyabhai Adamji Jasdanwala and two others leased a land measuring 1,814.39 sq m in Byculla in 1885. The lease lapsed in 1994, but the amount collected continues to be Rs 5.65 a year * M/s Prithvi Cotton Mills has two leased properties admeasuring 1,597.83 sq m in Malabar and Cumbala Hill, for which the lease expired in 1996. But the rent the state gets stands at Rs 4.98 a year. * Yo San Ching Than Bing and two others leased a 1,672.25 sq m property in Matunga. Despite the lease ending in 1998, the collector's office collects a pittance of Re 1 annual rent, which was set in 1889. * The lease rent of Rs 1,592.94 a year for Retreat House in Bandra, with an area of 94,200 sq m, has not been revised since the lease expired in 1950 Lease deals for close to 700 properties in the island city and suburbs have run out of time. For most, the leases ended years ago. Yet the lessees continue to pay rents set over a century ago, sums that amount to a trifle today. Former central information commissioner Shailesh Gandhi sought information under the Right to Information ( RTI (http://timesofindia.indiatimes.com/topic/RTI)) Act on lands that Mumbai's two collectors let out. Gandhi estimated that the city collector books an annual loss of about Rs 1,550 crore and the suburban collector a loss of about Rs 1,200 crore because leases have not been renewed. What is shocking is that the city collector's office is clueless about another 103 properties that have been given out and hence does not know when those leases end. "Some leases are renewed, while some are allowed to continue at the old rates. What are the reasons for such irrational actions? This is due to carelessness or corruption," said Gandhi. Currently, the annual revenue from all the 1,278 properties leased out by the city collector is Rs 48.82 crore and the 295 plots let out by the suburban collector fetch Rs 20.59 crore. City collectorChandrashekhar Oak (http://timesofindia.indiatimes.com/topic/Chandrashekhar-Oak) said it is true that the leases for about 550 properties have ended, but his office had started sending out letters asking lessees to shell out the new rent or buy out the property. Mumbai suburban collector Sanjay Deshmukh said his office had already sent out 129 notices for expired leases. Both the collectors reasoned that there had been a delay in collecting new rents because the 1999 rent renewal policy of the state had been challenged in the Bombay high court and the state had drawn up a fresh one only in December 2012. Gandhi said citizens must speak against the state policy of selling off these properties at subsidized rates of 20% for residential, 25% for industrial and 30% for commercial. Applying an average of 25% on all plots, Gandhi said the ownership rights would be given out for Rs 2,248 crore by the city collector and Rs 1,841 crore by the suburban collector if all the properties were sold. "Citizens must protest before the government dispossesses us of our land and legitimate revenue. If we can get the government to auction off the leases in Mumbai and all over Maharashtra we could have a revenue stream of over 25,000 crore each year," said Gandhi.

The RTI filed by the Committee revealed that ever since the two colleges were established at Shimoga and Hassan in 2006 and 2008 respectively, both colleges had been continually denied recognition by the VCI on various counts. These included absence of a hospital space, poor infrastructure, lack of teaching and non-teaching staff. The RTI further revealed that in 2008 the VCI had ordered both colleges to stop further intake of students until the colleges got the recognition. Despite these orders, the colleges continued the admissions. “The student body had approached the college in 2008 questioning their continued intake of students. The college authorities had said that they had ample time to get recognition as it was a five-year course. Unfortunately, for the students’ this has not happened” said Pritish, a graduate from the Shimoga College. Chetan, another graduate said “we are nothing more than PU pass students today due to the government goof up. We are unable to get any jobs, there are many openings but of the four colleges only students from the Bangalore and Bidar colleges will have a chance”. The Vice Chancellor of KVAFSU Dr Renukaprasad said that the university authorities had been making all efforts to get recognition from the VCI. “We have made an effort to get the appropriate infrastructure in place. Likewise, the posts of all teaching and non teaching staff has been filled in accordance with the VCI’s requirements. We should get recognition as more than 80 per cent of the requirements have been fulfilled,” he added. Renukaprasad said that the graduated students would have to wait for at least another month as their fate would be decided by the Supreme Court in a hearing coming up next month. Students are themselves looking at legal options. “We have met legal experts and they are going to file writs on our behalf,” said Mallikarjun, a graduate from the 2011 batch.

The TAC will hold its first meeting on Thursday at the Brihanmumbai Municipal Corporation (BMC) headquarters under the chairmanship of former chief information commissioner Shailesh Gandhi. Deputy municipal commissioner (general administration) Kiran Achrekar, deputy municipal commissioners Kishore Kshirsagar and Vasant Prabhu, director (engineering services and planning) L S Vhatkar, and RTI (http://timesofindia.indiatimes.com/topic/RTI) activists Bhaskar Prabhu and Milind Mulay will participate in the meeting. The objective is to reduce the number of RTI applications by voluntarily making routine information available on the BMC (http://timesofindia.indiatimes.com/topic/BMC) website, besides making the RTI process citizen-friendly. Bhaskar Prabhu said it was the first time a public authority had involved citizens in the implementation of the RTI Act. "The TAC role is to see that implementation of the RTI Act 2005 is done according to the requirements of the act by public information officers (PIOs)," he said. "We will ensure there is a training programme for PIOs, who disburse information. There are various trainers in Mumbai, or we will network with Yashada, a state government body, to set up an internal training system. "There is a lot of information, like work orders released by the BMC, allotment of plots and lands, and permissions granted by the building proposal department of the BMC, that can be suo moto published on the BMC website," Prabhu said. "That's the intent of the RTI Act and TAC will ensure that this happens to reduce the number of RTI applications." He said there are various process manuals which are present for every BMC department that are not followed in toto. "We will discuss the bottlenecks that prevent PIOs from giving information and filing correct replies," Prabhu said.

The directions were passed on Wednesday during the resumed hearing of a public interest litigation (PIL) filed by RTI Activist Dr Rajinder Kumar Singla. The petitioner had challenged the emergency appointment of Dr Neera Grover (wife of Vice-Chancellor Dr Arun Kumar Grover) as Professor of Music in Panjab University. While arguing the case, the counsel for the petitioner, Dr R D Anand, invited the attention of the court to the reply of the university under RTI Act wherein the university had said that no student/ candidate is enrolled or registered with her for MPhil or PhD work and that the classroom teaching is already over and as such there is no work for her in the department. "Why pay her salary for the summer vacation?" averred Dr Anand. The counsel further submitted that he will place the entire record obtained from the university under RTI before the court. Appearing on behalf of the university, senior lawyer Anupam Gupta submitted that Dr Neera Grover has been teaching regularly, without fail, in the department. The case has been adjourned for two months.

Because i have noticed that some cases takes tow years time while some few month. Is there any rules of guideline for giving hearing date to applicants?
  • BCCI is a public authority. Need to amned the provisionsHi All, I am initiating this new discussion with due apologies to the Hon'ble moderators. I am initiated into launching this one because of the malaise in the Indian sporting world that has come to light. Without being seen as a boaster, let me place it on record that the betting in cricket was first exposed by me while working in Business Standard – Mumbai on February 22, 1995 as a special correspondent when I was grilled by my superiors. The grilling came about only because the story was submitted by me over a month and a half prior to it but some White Skinned idiot who happened to be on the Editorial Board as a representative of Financial Times, London did not allow its publication till I had fought with the entire Editorial Board at an interaction in a south Mumbai hotel convened to discuss the issues faced by lower minions like yours truly. The story was not allowed to go on to page for two reasons (1) The current PM (Who was then FM) had called up one fine morning to my Editor in Chief and told him that I (Ketan Modi) was blackmailing him and (2) The White Skinned moron from FT had different ideas about what should go on the pages of a leading Business newspaper. After a heated exchange finally the EinC had to concede that I had not blackmailed SMS and that my story was held up because according to Alex (the White one) it did not pertain to business pages. I had asked him to convert an amount of Rs.700 crore into his country's currency and then gauge whether the turnover merited mention on business pages or not. He asked me where is the proof and I had to give him a lesson in journalism. I said in case of a rape you are asking for the instrument used in the offense. If the instrument is produced before your contention would be it is attached to a body. If it is brought in a detached condition, your contention would be it is no evidence as it can not function with the body from which it is detached. Finally, he gave up but not before deleting my bye-line (a reporter's name as the source of the story). When it was published in BS on 22.2.95, all hell broke loose. All sorts of media persons had wanted to know who the author was as the story did not carry the name courtesy the White Skinned idiot having narrowed vision of business. Finally one of them from audio visual media (a giant media group today) asked one of her colleagues in Mumbai to find out who it was. This colleague happened to be a former colleague of mine and finally she had put her colleague from Delhi on to me. I was interviewed and Dawood Ibrahim's name was also taken as it was a part of the story then (In 1995!). There after some stories from Delhi journos appeared alleging Manoj Prabhakar and then other stories started filtering in. You all must be wondering why I am boasting about it today. Boasting a clear cut NO-NO. But the issue raised then and which was resisted heavily by the so called senior journos and Editors in Chief has today become a national song. Every day headlines are being carried and most trivial details are being dug out by journos from the field where vested interest are planting stories day in and day out. In this scenario my argument is that BCCI should be brought under the RTI Act as it claims to be representing "India", "Bharat", "Hindustan". Any entity claiming to be representing "India", "Bharat", "Hindustan" must be treated as a public authority and be subjected to scrutiny by citizen who today feel cheated. Not that they did not feel so in 1995 after my story "broke the news". The only amendment that is required is to include the provision that "any entity using "India", "Bharat", "Hindustan" in its title or is claiming to be representing "India", "Bharat", "Hindustan" is a public authority disregarding the fact that whether it is registered under Company's Act or some other statute. Once this is incorporated in law, the crooks read the entire board, becomes open to scrutiny and heavy fine penalties. In fact fine penalties for these entities run into Rs.10 lakh to Rs.1 crore per day in case of default and the office bearers responsible for the misleading information or partial information or suppression of information be sacked instantly with criminal cases launched against them. (In fact this provision be slapped against all erring S/CPIOs and FAA/s for their role as deemed PIOs in case of concurring with faulty orders. In case of criminal activities come to light, the Act must stipulate immediate registration of FIRs and on part of law enforcing agencies if there is failure, the immediate supervisory authority be held responsible and place under suspension forthwith, inquiry be initiated by an independent agency and if found guilty be sacked forthwith. By immediate supervisory authority, I mean the head of the departments concerned. With Board president's son-in-law as well as MSD's wife's proximity to Vindoo Dara Singh under scanner, I think citizen have a right to know if they are being taken for a rider for pecuniary gains for a few "entertainers". The new provisions be extended to all sports bodies and games authorities in view of the fact that IOC has prevailed upon ICC to discard the 70+ office bearers clinging on to their chair whether they know A-B-C of the sport that they are heading or not. Now coming to why did I bring the initial para is because a particular heavy weight minister from Maharashtra has suspected links to many such dubious characters. Where ever he has gone or has been placed it stank like shit. I had named Dawood Ibrahim and this fellow having bred this character is not ruled out as Dawood had flourished when this politician had a say in everything in the state. How media persons are working is another eye-opener. A fellow journo (then attached to the old whore in south Mumbai) one day reaches office in Delhi where he was posted as political correspondent, and threw a car key on the table of some other colleagues claiming that a brand new car was gifted to him by the same politician for "free" (read for other considerations). When this journo passed away, even the President of India had sent a condolence letter to his family. However not a word was published by the old whore at south Mumbai on one of its departed colleague. I am sure that any amendment to RTI Act encompassing sports and other bodies using "India", "Bharat", "Hindustan" shall meet with resistance from the dubious politicians sitting in Indian Parliamentary League.
