What is a Ration Card and Why is it Needed?

A Ration Card is a document issued under an order or authority of the State Government, as per the Public Distribution System, for the purchase of essential commodities from fair price shops. State Governments issue distinctive Ration Cards to Above Poverty Line, Below Poverty Line and Antyodaya families and conduct periodical review and checking of Ration Cards.

A Ration Card is a very useful document for Indian citizens. It helps save money by aiding in the procurement of essential commodities at a subsidised rate. It has also become an important tool of identification now-a-days. You may need to produce a copy of your Ration Card as proof of identification when applying for other documents like Domicile Certificate, for inclusion of your name in the Electoral Rolls, etc.

Families living below the poverty line are entitled to Blue Cards, under which they can avail special subsidies. In addition to permanent Ration Cards, States also issue temporary Ration Cards, which are valid for a specified number of months, and are issued for relief purposes.

What You Need to Do to Obtain a Ration Card

You may obtain the application form for making a new Consumer (Ration) Card from any Circle Office. You will require passport-sized photographs of the head of your family attested by a gazetted officer/MLA/MP/Municipal Councillor, the specified proof(s) of residence, and the Surrender/Deletion Certificate of the previous Ration Card, if there was any.

In case you are not able to provide any proof of residence, the Circle FSO conducts spot inquiries by recording the statements of two independent witnesses in your neighbourhood. The standard prescribed time schedule for the preparation of a Ration Card is generally 15 days. However, the procedure and time limit may vary from State to State.

There is also a provision for making amendments to valid Ration Cards.

Apply for Ration Card: Andhra Pradesh

Normally new ration cards are issued to all eligible families after a Govt. notification. Ration cards are basically of two types:

  • White Cards (D Cards)
  • Pink Cards (ABC Cards)

White cards are issued to people with an income of less than Rs. 11000 and pink cards are issued to people with an income of more than Rs. 11000.

New cards are issued by the MRO after obtaining sanction from the District Collector and conducting enquiry about the applicant. The Master Register (Key Register) contains details of the card holders that are assigned to a particular dealer. This register is maintained dealer-wise. This contains details about the cardholders such as Sl. No., Card No., cardholder’s name, door no., occupation, annual income, no. of family members (no. of adults, no. of children and total).

Besides the issue of new cards, the MRO issues ration cards to families who come on transfer to the Mandal, after verifying the surrendered certificates submitted by them. He also handles cases of a change of the ration shop due to a change of address of the cardholder and corresponding changes are carried out in the registers. Cancellation of ration cards and checking of FP shops in case of complaints against them are also looked after by the MRO.

Procedure

  • If the applicant is a Govt. servant, the prescribed form has to be filled up along with a surrender certificate, to obtain a ration card. In case of emergency, the ration card could be deposited in original at the place where the Govt. servant has been transferred. The HOD has to forward the application.
  • For the general public, the application has to be forwarded by the Gaon Bura/ Panchayat Member. The authority will verify whether the name exists in the ration card of any other household. Persons above 12 years of age are treated as adults.

Necessary documents/papers

  • Surrender certificate in case of Govt. servants.
  • In case of local people, they have to produce the ration card of the head of the household to which they earlier belonged. In case of people coming from outside, they have to submit surrender certificates and Inner Line Permits too.

Q. I need a ration card. Can I be issued one ?

A. Any person permanently residing or intending so to do in the National Capital Territory of Delhi (NCTD) who desires to have a Household Consumer Card (HCC), commonly referred to as Permanent Ration Card (PRC), can be issued one if he, or some other person on his behalf, is not already in possession of such a card, or if name of any member of his family is not included in another HCC.

Q. Can a person who is residing with me and whose particulars are recorded in the PRC issued to me be issued a separate HCC on the same dwelling unit?

A. Household means a family unit living together in one building or portion of the building held in possession of any member of the family as resident and maintaining a common kitchen and includes person so living together, whether or not dependent on the holder of the HCC. Accordingly, a person living with you can get a separate consumer card only if he establishes that he has a separate kitchen.

Q. I am visiting Delhi but don?t intend to stay here for long. Can I get a ration card?

A. A household Consumer Card is available for lawful use only for the person or persons who reside, or intend to reside, permanently in the NCT of Delhi. A person can be deemed to be permanently residing in the NCT of Delhi for purpose of issue of supplies from public distribution system if he is ordinarily living in NCT of Delhi and is not absent there from for a period exceeding one month at a time. A person or class of persons who do not reside, or intend to reside, permanently in the National Capital Territory of Delhi can, however, be issued "special permits" for obtaining supply of any of the specified articles for such period, for such quantity and from such source as may be specified therein.

Q. I am staying in a residential college (hostel)/working women hostel with mess facility. Do I need to obtain Household Consumer Card?

A. Inmates of these institutions are not required to obtain individual Household Consumer Cards. ?Establishment Permits? are issued to institutions such as Hostels/Hospitals/Welfare Homes etc.

Q. I belong to armed forces and get ration from canteen. Can I be issued a household consumer card?

A. If a person is receiving specified articles for himself or members of his family from any Naval/Military/Airforce Authority, he will not be issued Household Consumer Card. However, such service personnel as are on leave and residing in the National Capital Territory of Delhi and not drawing specified articles from Naval/Military/Airforce authority will be entitled to obtain Household Consumer Card for the specified period of leave.

Q. Can a consumer card be issued to my servant who is residing with us?

A. You may apply for inclusion of your servant’s name in your consumer card, preferably after getting his police verification.

Q. I am a new resident in jhuggi cluster. Can I be issued a household consumer card ?

A. The Government invites applications for preparation of jhuggi ration cards from time to time. At present, no such scheme is in operation. You may apply as a when applications for the purpose are invited by the Government.

Q. Though I am a user of LPG, my servant and driver included in the household consumer card cook separately using kerosene oil. Can a blue card be issued to me ?

A. No, a blue card cannot be issued to you. However, your servant and driver can be issued a separate HCC, and thereafter, a Blue Card.

Q. Do I have to make different household consumer cards for different commodities ?

Ans. For all specified articles sold through public distribution system (PDS), except kerosene oil, only one consumer card is required. For kerosene oil, one has to obtain an additional card commonly called Blue card. Blue card is issued to only such persons as have a HCC and do not use LPG.

Q. What to do in case I do not know any gazetted officer or other competent authority for having my photograph attested for getting a ration card?

A. You can get it attested by elected representative of your area such as MLP, MP or Municipal Councillor.

Q. What to do if my landlord is not giving me any rent receipt or NOC indicating my residence?

A. Witness of two neighbours or any other proof of continuous residence may be submitted.

Q. What to do in case I do not have any evidence of surrender of my previous consumer card ?

Ans. In such cases, an affidavit attested by the area SDM/Oath Commissioner/Notary Public may be submitted

Getting ration Card

New Card

You have to attach the following documents alongwith your application form: -

  • Three passport size photographs of head of family attested by a gazetted officer/MLA/MP/Municipal Councillor.
  • Proof of residence – in case of owner, Registration Deed, Allotment Letter, Power of Attorney, House Tax Receipt etc.
    - in case of tenant, NOC of landlord or any other relevant document.
  • Surrender/Deletion certificate of the previous card.

Addition of Members

If you present application for addition of names alongwith documentary proof i.e. deletion certificate issued by the competent authority, in case of shifting; or birth certificate/proof of marriage etc., in case of addition to the family, addition of names in your Ration card is done the same day. Otherwise, the process may require upto 7 days.

Deletion of Members

Deletion of names from the HCC is done on the same day on presentation of consumer card with application.

Other Changes

Surrender of Food Card

You may download the same and present the duly filled in hard copy at your Circle Office alongwith the Ration card. If you want a surrender certificate, the same shall be issued on the same day.

Tatkal Ration Card

For convenience of the public and to streamline the procedure of issuing ration cards the Govt. of NCT of Delhi has decided to start Tatkal Ration Card Scheme under which the ration card will be issued within two days of filing the application form on payment of prescribed processing fee. Following instructions are issued in this regard:-

  1. Under this scheme, only Permanent Ration Cards (PRCs) under Above Poverty Line category can be issued. JRCs or Antyodaya/BPL cards shall not be issued under this scheme.
  2. The scheme is not applicable in respect of foreign nationals.
  3. The application forms are available in all circle offices, AC offices, Headquarter and on the website of the department.
  4. Applications can be deposited in the office of the concerned zonal Assistant Commissioner and the ration card may be obtained from the same place within two working days during office hours.
  5. The counter clerk shall note on the counterfoil of application, the date and time when the applicant should come to collect the ration card.
  6. The applications should be accompanied by one of the following documents:- Rent receipt, Electricity/Water/Telephone Bill, House Tax receipts, Registration Deed, Power of Attorney, Gas connection Receipt, Receipt Allotment Letter from the competent authority, NOC from the landlord.
  7. The application should also be accompanied by following documents:-

  9. Three latest passport size photographs attested by a Gazetted Officer or MP/MLA/Municipal Councillor of Delhi.

  11. In case of b & c , if individual presents himself, attestation will not be necessary.
  12. An affidavit attested by Notary Public or Oath Commissioner in support of correctness of the information furnished in the application form and the documents attached with the application form.
    1. Addition and Deletion in the old card and issuance of duplicate card will also be covered by Tatkal Service. However there will be no processing fee for deletion in the card.

For obtaining services under Tatkal Service, the applicant will have to deposit Rs. 100/- as processing fee and obtain receipt from the office.

Procedure

  • Apply on plain paper along with the prescribed Declaration Form (Annexure H).
  • Enclose Cancellation Certificate obtained from the concerned Taluka Mamlatdar where the ration card was made earlier.
  • If the Cancellation Certificate is not available, apply along with a photograph and an affidavit stating that the applicant and his family members, if any, do not possess a ration card in Goa or anywhere in India.
  • The application will be endorsed to the concerned Talathi for inquiry and report.
  • The new ration card will be issued within 7 days.

GRCC (Gujarat Ration Card Computerisation) is an E-Governance project, which aims at digitization of data for the entire ration Cardholders. There were two major tasks: first was to complete backlog of ration card from 1998 (Earlier data entry was done by other company) and the other was issue of new card and updation of old ration card. The major Ration card transactions are issuing of new APL1 Card, New APL2 Card, New BPL Card and updation in old Ration Cards like transfer of Ration Card from one Fair Price Shop (FPS) to Other FPS, One Taluka to Other Taluka, Change Category of Ration Card like APL to BPL or BPL to APL, deletion of Ration Card, addition and deletion of member from Ration Cards and division of Ration Card.

These services can be availed from all the 225 taluka e-dhara centres in the State.

Apply along with proof of residence and members on an affedevit and verification from Patwari/MC to the Inspector, Food & Civil Supplies. The Department conducts surveys. Once that is done, a photo of the complete family is taken and after payment of the requisite fee, the ration card is issued.

Apply for Ration Card: Himachal Pradesh

Eligibility

  1. Persons having no ration cards: In this case, the individual must produce a certificate from the Panchayat Pradhan/ Inspector, the FCS&CA/ the concerned authority in writing, that the person has no ration card. Such a certificate will normally be granted after the person files an affidavit to this effect to the issuing authority. This document is to be attached along with the ration card application form.
  2. Temporary Ration Card: The temporary ration card will be issued to migrants and the duration of the card should not exceed three months.
  3. Duplicate Ration Card: In case the ration card is lost or become defaced , mutilated ,illegible or otherwise rendered unless, for no fault of the holder of the ration card, the competent authority can issue a duplicate ration card after charging the appropriate fee.
  4. Persons having ration cards at the previous place: This is applicable in the case of Government officials or other persons who are transferred from one place to another. In this case, the Deletion Certificate is required from the Panchayat Pradhan/ Inspector, FCS&CA of the place where the person was residing previously. This document is to be attached along with the ration card application form.
  5. After marriage, if the entry is to be made in the ration card: In this case also, deletion certificate is required from the previous place of residence, issued by the Inspector, FCS&CA/ Panchayat Pradhan. This document is to be attached along with the ration card application form and ration card.
  6. In case of birth of a child: For the addition to be made in the ration card , the birth certificate of the child is required, along with the ration card in which the addition has to be made and the application neatly handwritten or typed on a plain paper addressed to the Inspector, FCS&CA / Panchayat Pradhan.

Concerned Authority

The application for obtaining a ration card should be made to the Panchayat Pradhan in case of rural areas and to the Inspector, FCS&CA. In case of urban areas, the application should be submitted to the Inspector, FCS&CA.

Form to be filled: The application should be submitted in Form-II-Application for a Ration Card.

Supporting Documents

  1. For a new Ration Card, Deletion Certificate or an affidavit to the effect that the applicant was not holding any ration card previously must be submitted.
  2. For addition of members in the existing Ration Card, in the case of marriage, Deletion Certificate of the spouse from the previous place and in the case of birth of a child, the birth certificate of the child. The existing ration card must also accompany the application.

Fee:

  • New Ration Card: A fee of Rs.5.00 is charged for the issuance of a Ration Card to APL families.
  • Duplicate Ration Card: A fee of Rs.5.00 is charged for the issuance of a Ration Card.

Procedure:

The applicant shall submit the application for issuance of Ration card along with the deletion certificate issued from the Inspector(FCS&CA)/ Panchayat Pradhan of the previous place of residence to the concerned office along with the supporting documents. The application form must be attested by the Head of the Office in case of employees and by any Municipal Commissioner or Gazetted Officer or MLA/Ward Member or any other person authorised by the Government for this purpose. The applicant will be given a receipt for the application form and the date on which the applicant should collect the Ration Card. The applicant will have to produce the receipt for collection of the Ration Card. The office may verify the new address as given in the application and if everything is found to be in order, the new Ration Card or the modified ration card, as the case may be, will be issued to the applicant. An inquiry officer will also verify other information regarding members, etc. given in the application form. In the case of addition of the birth of a child, the birth certificate and the original ration card must be submitted at the office. In case of marriage etc., Deletion Certificate issued by the previous authority must be attached with the application and the ration card. If everything is found in order, the Ration Card will be issued or the application rejected with reasons, and the information will be given to the applicant on the given date.

Time Limit:

The receiving official will give the receipt of the application to the applicant along with the probable date when the office will issue the Ration Card. The Ration Card is issued within a week under normal circumstances.

Types of Ration Cards

The following types of ration cards are issued in the state:

  • Annpurna Card: Annpurna Cards are issued to persons above the age of 65, have none to support and are not getting old age pension.
  • Antyodaya Anna Yojana(AAY) Cards: Antyodaya Anna Yojana Cards are issued to poorest of the poor families living in rural areas and urban slums.
  • Below the Poverty Line (BPL) Cards: BPL Cards are issued to poor families living in rural areas and urban slums.
  • APL Cards: Above the poverty line (APL) cards issued to above poverty line families.

Note: All Cards are only for food grain.

Commodities Covered

  • At present, commodities covered under the Targeted Public Distribution System (TPDS) are rice, wheat, sugar and kerosene. Commodities supplied at the fair price depots shall be as per the norms prescribed under the Prevention of Food Adulteration Act and Rules.
  • Rice and wheat are supplied to BPL/AAY families at subsidised prices. After meeting the committed entitlement of the BPL/AAY cardholders and depending upon the availability of rice and wheat, APL Card holder will be sold rice and wheat at the scale and rates fixed from time to time.
  • Only BPL/AAY families are entitled to get sugar under the TPDS. APL families are not entitled to get sugar.
  • Kerosene is issued to ration cardholder subject to fulfillment of certain restrictions imposed by the State Government.
  • All the card holders will be issued other essential commodities under the Public Distribution System as decided from time to time by the state government at the scale and rates fixed by the government.

Procedure

The applicant shall submit the application for issuance of Ration card along with the above supporting documents and paper to block level supply officers in rural areas and sub divisional / district level supply officer in urban areas. The applicant will be given a receipt for the application form and the date on which the applicant should collect the Ration Card.

The applicant will have to produce the receipt for collection of the Ration Card. The office may verify the new address as given in the application and if everything is found to be in order, the new Ration Card or the modified ration card, as the case may be, will be issued to the applicant.

For cards relating to BPL families the application is to be placed before the Gram Sabha. On the recommendation of Gram Sabha the application is to be sent to the concerned officer who will verify the contents of the application. The BPL ration card will then be issued under the limit fixed by the government.

If a family is having a BPL ration card but the family does not come under the definition of a BPL family its ration card will be cancelled and in its place another ration card will be issued to a qualifying family.

  • Ration Card should be kept in safe custody and in no case this should be given to any other person/PDS holder.
  • While drawing ration, the cardholder must check the quality/quantity and weighing of the commodity and he must ensure the receipt of cash memo along with proper entries of the same made in the ration card.
  • In case of loss/damage of the ration card /change/addition/deletion in the entries of the ration card, the cards holder shall immediately contact the concerned circle office. No over writing /alteration in their card should be done by the cardholders.
  • In the event of death and migration of any family member out of Union Territory for more than 3 months the name of the person should be deleted from the ration card.

TYPES OF RATION CARDS

The following types of ration cards are issued in the State:

  • Green cards and Yellow cards are issued to BPL families living in rural areas and urban slums.
  • Antyodaya Anna Yojana cards are issued to poorest of the poor families living in rural areas and urban slums. The number of cards so issued is limited to 4.797 lakh families as prescribed by the Government of India.
  • APL cards which are of two types, namely saffron cards and photo cards, are issued to families living above the poverty line (APL). Saffron cards are issued to APL families in rural areas and photo cards are issued to APL families in urban areas.
  • Honorary cards are issued to families which do not desire rationed commodities but require ration cards for identification purposes only.

The State Government will ensure constant checking of ration cards to identify and eliminate bogus ration cards and to take stern action against persons found guilty of misusing the benefits of the TPDS.

Commodities Covered

  • At present, commodities covered under the TPDS are rice, wheat, sugar and kerosene. Commodities supplied at the fair price depots shall be as per the norms prescribed under the Prevention of Food Adulteration Act and Rules.
  • Rice and wheat are supplied to BPL families at subsidised prices. After meeting the committed entitlement of the BPL cardholders and depending upon the availability of rice and wheat, APL cardholders will be sold rice and wheat at the scale and rates fixed from time to time.
  • Only BPL families are entitled to get sugar under the TPDS. APL families are not entitled to get sugar.
  • Kerosene is issued to ration cardholders subject to fulfilment of certain restrictions imposed by the State Government.
  • All the cardholders will be issued other essential commodities under the Public Distribution System as decided from time to time by the State Government at the scale and rates fixed by the Government.

Eligibility

Every family residing in the State of Karnataka is entitled to a ration card.

Procedure

  • The application for a new ration card should be submitted in the prescribed form. The prescribed application forms are available in the respective offices free of cost. For obtaining computerised ration cards, an application fee of Re.1 is charged. The format is also displayed in the Fair Price Depots. The application can also be submitted on a plain paper but in the same format. It is not essential to use the printed form.
  • The application for a new ration card should be submitted in the prescribed form. The prescribed application forms are available in the respective offices free of cost. Necessary documents/papers

  • Three passport-sized photographs of the applicant
  • Proof of residence: Copy of any of the following documents showing the residence address of the applicant
  • Identity card issued by the Government or by Public Sector Undertakings
  • Latest telephone bill on the name of the applicant
  • Recent mail received by the applicant
  • Latest LPG receipt on the name of the applicant
  • Valid driving license
  • Valid Passport
  • Voter Identity card
  • Latest tax paid receipt, if living in own house
  • Extract of the Electoral Roll
  • Latest rent-paid receipt, if living in a rented house, clearly indicating the name and complete postal address of the owner
  • Any other documents that may prove the applicant’s residence

In respect of poor applicants who do not have any of the above documents, the Food Inspector will conduct local enquiry and draw up a mahazar about the applicant being a bonafide resident or not. Further, if the issuing authority is not satisfied by any one of the proofs given by the applicant, the authority may ask for a second proof from among any one of the proofs listed above. A decision will be taken on submission of the second proof.

  • Latest Income Certificate, if the applicant is seeking a yellow card (BPL card). In addition, the Food Inspector concerned will conduct a local inquiry to verify the information about the ownership of any valuable assets that may disqualify the applicant from being issued a BPL card.
  • Surrender certificate or deletion certificate issued by the competent authority of Food & Civil Supplies Department if the applicant has moved from one place to another.

Every applicant will be issued an acknowledgement with the due date. The applicant should demand and collect the acknowledgement. The applicant should obtain the ration card after duly signing in the assignment register maintained in the rationing office.

Fee

For the issue of a new ration card, Rs.5/- is the charge in case of BPL cards and Rs.10/- in case of APL cards, Rs.45/- for the issue of a computerised card in Bangalore I.R. Area and Bailahongal Taluk of Belgaum District.

In case of loss of ration card, the cardholder can apply for a duplicate ration card along with an affidavit about the loss of the card. The duplicate card will be issued after due enquiry, in 30 days’ time. The charges for the issue of a duplicate ration card are Rs.15/- for BPL cards, Rs.25/- for APL cards and Rs.45/- for the issue of computerised ration cards in Bangalore IR area and Bailahongal district.

The pre-printed form of the application should be obtained from the Cooperative Supply & Marketing Society (CSMS). Apply for Ration Card: Maharashtra

An applicant who desires to obtain a ration card has to apply to the Rationing Office of his area in the prescribed form. The Mumbai-Thane Rationing area is controlled by the Controller of the Rationing Office. At the district & Tehsil levels, the District Supply Officer and the Tehsildar respectively are the authorities for the processing of applications.

Procedure

An application in the prescribed format is to be submitted along with a copy of residential proof such as house rent receipt, bank passbook, electricity/telephone bill, driving licence, identity card, allotment letter towards quarters issued by the Govt. MHADA, CIDCO, and NOC from house owner or a copy of the agreement if the premises is rented. An affidavit that the applicant does not have a ration card, is also required.

In case of transfer of a ration card, the applicant has to produce the certificate of cancellation of the previous ration card from the issuing authority.

For the addition of a child’s name in the existing ration card, a copy of the birth certificate of the child whose name is being added is required. Similarly, to add spouse’s name, the certificate of deletion of the name of the spouse from the previous ration card is required.

The Controller of the Rationing office is the nodal office for the issue of ration cards, from 42 rationing offices in the Mumbai and Thane region of Maharashtra. The District Supply officer/ Foodgrain Distribution Officer in a district and the Tehsildar in a Tehsil are responsible for the processing of applications for ration cards.

Eligibility

  • Persons having no ration card: In this case, the individual must produce a certificate from the concerned authority in writing that the person has no ration card. Proof of residence and surrender/deletion certificate are to be attached along with the ration card application form.
  • Duplicate Ration Card: In case a valid ration card is lost or becomes defaced, mutilated, illegible or is otherwise rendered useless for no fault of the holder of the ration card, the cardholder has to get a certificate from the concerned FPS and then submit it in the office for obtaining a duplicate card. The competent authority can issue the duplicate ration card after charging the appropriate fee.
  • Persons having ration cards at the previous place: This is applicable in the of Government officials or other persons who are transferred from one place to another. In this case, the Deletion Certificate is required from the concerned authority of the previous place where the person was residing. This document is to be attached along with the ration card application form.
  • After marriage, if an entry is to be made in the ration card: In this case also, a deletion certificate is required from the previous place of residence, issued by the District Supplies Office. This document is to be attached along with the Inclusion of Member(s) application form and the ration card.
  • In case of the birth of a child: For any additions to be made in the ration card, the birth certificate of the child is required along with the ration card in which the addition has to be made. This should be accompanied by the Inclusion of Member(s) application form.

Procedure

The applicant shall submit the application for issuance of a ration card along with the deletion certificate issued by the concerned authority of the previous place of residence, to the concerned office, along with the supporting documents.

The applicant will be given an acknowledgement receipt for the application form and the date on which the applicant should collect the Ration Card. The applicant will have to produce the receipt for collection of the Ration Card. Scope of Service

Eligibility Conditions

Any person who is an adult can get a Ration Card made.

Conditions for obtaining a Ration Card and Endorsement for B.P.L and A.A.Y. (ANTYODAYA ANNA YOJNA)(Under the provisions of the Punjab Public Distribution System (Licensing and Control Order, 2003)

i. An application form attested by Sarpanch, Gazetted Officer, etc., as prescribed by the issuing authority, from time to time.

ii. An application to be submitted to the District Food and Supplies Controller.

iii. An application must be submitted along with the surrender/ deletion certificate or the Birth Certificate, as the case may be.

iv. Two photographs.

v. Concerned District Food and Supplies Controller is competent to endorse for B.P.L. and A.A.Y. as prescribed by the Govt. from time to time.

vi. At present following the subsidised foodgrains/ commodities are provided:

  1. Below Poverty Line (BPL) Scheme: At present 35 kgs of wheat under this scheme are being distributed to cardholders @ Rs.4.27 per kg per family per month; 4,30,000 families have been covered under this scheme in the State.
  2. Antyodaya Anna Yojna (AAY) Scheme: Under this scheme, 35 kgs of wheat are being provided to the AAY cardholders @ Rs. 2.00 per kg per family per month to the 71.700 AAY families.
  3. Above Poverty Line (APL) Scheme: Under this scheme, 48,89,189 families have been covered. At present, 35 kgs of wheat are being provided to APL cardholders @ Rs.5.27 per kg per family per month.
  4. Levy Sugar: Levy sugar is being distributed to BPL cardholders @ Rs.13.50 per kg on the basis of 500 gm levy sugar per individual per month.
  5. Kerosene Oil: In the State of Punjab, 28,915 K.Ltrs of kerosene oil are being given monthly to 29,35,521 consumers @ Rs.10.50 per ltr. at the scale of 8 litres for rural areas and 10 litres for urban areas to cardholders having no gas connection. Cardholders having a gas connection with a single cylinder are eligible only for 3 litres.

Step by Step Procedure

i. The form can be obtained from the Food & Supplies Officer, the Assistant Food & Supplies Officer and the Inspector Food & Supplies from the concerned centres.

ii. The form must be verified by the Sarpanch/Panch/Municipal Councillor/any Gazetted Officer.

iii. In the office of FSO/ AFSO/ IFO, the application form is diarised in the Receipt Register.

iv. Within a week, the Ration Card is handed over to the applicant.

Procedure

The applicant shall submit the application for the issuance of a Ration card, along with the deletion certificate issued by the Enforcement Officer (FCS)/Inspector (FCS)/Gram Panchayat Sarpanch of the previous place of residence to the concerned office along with the supporting documents.

The application form must be attested by the Head of the Office in case of employees and by any Municipal Commissioner or Gazetted Officer or MLA/Ward Member or any other person authorised by the Government for this purpose.

The applicant will be given a receipt for the application form and the date on which the applicant should collect the Ration Card. The applicant will have to produce the receipt for collection of the Ration Card. The office may verify the new address as given in the application and if every thing is found to be in order, the new Ration Card or the modified ration card, as the case may be, will be issued to the applicant.

In case of addition of the name of a child, the birth certificate and original ration card must be submitted to the office. Procedure

The application for the issue of a new family card has to made in the prescribed application form from the card-issuing authority, namely the Assistant Commissioner of Civil Supplies in Chennai City area and from the Taluk Supply Officers in all other districts. It has to be submitted along with a passport-sized photograph of the head of the family.

Time Taken

The time prescribed for the issue of a new family card is 12 months after due Door Verification process.

Apply for Ration Card: Tripura

Introduction

Citizens eligible for applying for the issuance of a Ration Card are:

  1. The person having no ration card: The Department of FCS & CA, by means of periodic enumeration has comprehensively covered the entire population with a ration card. Any individual applying for a ration card has to prove that he never had any ration card and supplement his claim with supporting documents like Nationality, Residency, Land Documents and most importantly an affidavit to this effect to the issuing authority. These documents are to be attached along with the ration card application form.
  2. Temporary Ration Card: The temporary ration card is only issued for Relief purpose, after thorough field enquiry by the concerned authority. The duration of the card should not exceed for more than three months.
  3. Duplicate Ration Card: In case the ration card is lost or become defaced, mutilated, illegible or otherwise rendered useless for no fault of the holder of the ration card, the competent authority can issue duplicate ration card after charging the appropriate fee.
  4. The person having ration card at the previous place: This is applicable in the case of Government officials or other persons who are transferred from one place to another. In this case, the Deletion Certificate is required from the Sub-Divisional Magistrates/ Rationing Authority of the place from where the person was residing previously. This document is to be attached along with the ration card application form.
  5. After Marriage, entry to be made in the ration card: In this case also deletion certificate is required from the previous place of residence, issued by the Sub-Divisional Magistrates/ Rationing Authority This document is to be attached along with ration card application form and ration card in which addition has to be made.
  6. In case of birth of child: For any additions to be made in the ration card, the birth certificate of the child is required along with ration card in which the addition has to be made. This should be accompanied by a neatly hand written or typed application on a plain paper addressed to the Sub-Divisional Magistrates/ Rationing Authority.

Procedure

The applicant shall submit the application (in plain paper or prescribed application form in bengali) for issuance of Ration card along with the deletion certificate issued from the Sub-Divisional Magistrates/ Rationing Authority of the previous place of residence to the concerned office along with the supporting documents.

For obtaining BPL ration Card, Citizen must submit an exclusive recommendation of the Panchayat authorities, which is duly verified by the competent authority by means of field enquiry.
